Kherron Inret

He currently lives with Jack in a shabby downtown apartment. He's now having to find a way to supplement his own needs along with Jack's needs and is often forced to fulfill them. Jack's brutalizing humiliation has cowed Kherron into direct confrontation, but he remains obstinate in some of the interactions with the much larger agent. The guilt and confusion over his involvement in his girlfriend's coma still weighs heavily on him (also enforcing his submissiveness and apathy) and in his loneliness, he has come to spend longer hours working. The psuedo-companionship temporarily relieves that empty feeling. Even the homoerotic sex has become tolerable. Since the coma incident, he's become increasingly apathetic and disgruntled and beside his own emotional problems, his headaches have worsened. Jack insists he is something - perhaps one of those 'somebodies' - so Kherron faces a turning point where he will either learn to completely deny himself or dive head-on into a new phase of his life. He can't keep going on like this.

Shay Gatti

It's same ol' same ol' routine for Shay Gotti. She still loves her job, despite the areas of town it takes her to, and doesn't have qualms about the danger or the politics around it. Far from seeing her position as a political one (i.e., being pro government), she pictures herself solely as a cop and an enforcer of order. If at all possible, she tries to keep a friendly reputation with the Downtown factions and even goes so far as to bring food or drink for those re-offenders who manage to keep out of law enforcement's watchful eye. Albeit, for those who do not make an effort to make amends or better themselves, she is quick to act and stalwart in her convictions to arrest. Some people just can't be rehabilitated. Right now, Charly and Kusy are on her radar, but other than them, her days are spent responding to police chatter and emergency phone calls made that pertain to her Downtown route.

I could imagine Shay coming for a surprise visit at Charly's home. Nothing too special but she could "control" his flat of some sorts or just inform him about what her duties are. Such.. casual stuff ovo

Since we're up for surprise visits, we might continue this right ahead: Kusy paying Kherron a visit. He has heard of Kherron sort of hording drugs or giving it to others, and doubts the man's intentions. Hence the reason for why he comes over and wants to "talk" to Kherron. Without any people accompanying him yet, but yeah.

Simple: Malvin needs drugs and owes too much to Kusy, so he seeks Kherr for help, or at least some supplies. ovo Could show up at some arranged meeting place or.. idk, whatever you say about it

Yeah! Maybe Charly's overdue for a little "check-in" and she does a spontaneous drop-in to ensure there's nothing that could lead to a reasonable search and seizure.

That also works and makes sense. Kherr trades out his extra drugs for either.. pain drugs or actual everyday life things, so that definitely works.

It's a matter of jurisdiction, I guess. In this case I thought that cops are assigned to certain cases, and an agent is basically taking lead in the scenario, meaning that, Shay would take orders from Jack.
So, there could be some special cases where cop and agents just work together, since agents are specialized in a field and cops are basically used to control the entire city?
